Encourage High-Rise development in Central City and Midtown through the use of tax credits and or public funding for projects at least 18 stories high.

Additional credits could be offered if the project included leasable ground level retail space to encourage a more walk-able and vibrant Phoenix core. The positive results of such a venture is evident in the Cityscape project in Central City where a full 2 stories are dedicated towards retail and restaurants.
