Empty lots in key areas that have sat longer than 2 years currently are: ugly, muddy, gap in developement... permanent eyesore. How about instead Flower Bushes that give color. If you go to Biltmore Fashion Mall ... there are huge walls of these bushes giving hedges and color. This would connect the dead zones and add interest... maybe even a buyer for the dirt lot. The Keep out fence could be placed behing the Flower Bush Hedges.. Sunflowers would be good also
