With Phoenix's intense heat.. it would save power. It would also limit the nighttime crime due to early time to rise for school. It would ease road congestion in the morning hours. There is plenty of light to do this. Also ADD a superbrite LED Flashing police type Stop light on bus when kids are crossing. The current set up is 2 generations old. This would increase public/school child safety.
