I assume that streets keeps track of congestion at train crossings while a train is passing. Since both rail lines are considering adding a track (for freight, not passenger), I think streets should project congestion based on increased freight traffic and begin to plan for overpasses or additional, alternate crossings for the most congested crossings.

I think this issue should be mentioned in the General Plan.

If passenger rail is a real possibility, then I think its impact at crossings should also be studied.
