That could easily be a goal of the City Plan - designate square mile chunks of land - bounded by major intersections - and invest what it takes to have that area support dozens of locally owned retail businesses.
There is one such chunk where locally owned is in the majority - only 7,000 or so people live inside it but it supports 11 locally owned cafes and 31 locally owned restaurants, bistros, music and comedy clubs, small theaters etc.

Restaurants etc: Crescent Ballroom, Cibo, The Vig (coming soon), Rum Bar/Breadfruit, Squash Blossom, Space 55, Angel Trumpet Ale House, Turf, Palazzo, Dwntwn, Amsterdam, Athenian Express, Carleys, Cheuvront, Portland, Centurion, Nachobot, Lost Leaf, Bliss/Rebar, Moira Sushi, El Norteno, Thai Hut, Tacos de Juarez, Bodega 420, FilmBar, Matt's Big Breakfast, the Roosevelt, the Nash, the vegan taco place and more. And that's before we get to other retail!
There are also a few locally owned chains - Pita Jungle and Pei Wei are in the mix too.
