The city makes repairs to keep property values up, but it's the county who benefits from the property taxes which are based on property values. This eliminates an incentive for the city to prioritize infrastructure investments according to ROI, which would be the best way to do it. As any economist will tell you, "incentives matter." From now on, make the county pay for repairs that the county will benefit from financially, and lower the city's taxes accordingly.
