The General Plan is to catch urban mega trends. Two of these are related - the developed world continues to urbanize and do so in less suburban ways.

The car's era is peaking in the developed world. Phoenix should work with this trend and lay out all streets with this in mind.

The individual car should start to take a back seat, as it were. Individual drivers should have the least convenient time on non freeways at the very least. Buses should be able to block an entire lane of traffic as they move. Parked cars should block traffic from interacting with bikers and walkers. Left turn lanes should be disallowed where they become a problem for bikers walkers and surface rail.

Etcetera. What else should be done?
