Make the Phoenix boundary maps more accessible

The City of Phoenix maintains detailed maps showing the location of the city's borders with extraordinary precision. I've used the maps may times to win arguments with people who think everything east of Tatum / 44th Street is in Scottsdale, but there are far less obnoxious uses for them. In fact, they'd be helpful in many of the discussions occurring on this site because the maps show just how much land the city has already annexed and is likely to add in the future. They also show exactly where borders with suburbs and county islands lie so that users can know what land is within the city and what land is subject to other jurisdictions.

Unfortunately, the maps are presented in a single PDF file of 8 megabytes and 102 pages. That's a big download, especially on a mobile device or a slow Internet connection. The maps could become useful to a larger population if they were presented in an alternative format that didn't require a large file transfer. Regardless of the format, the maps should also be a more prominent top-level link on the City's website. Right now, it takes a lot digging to find them.
