Certain bus routes have higher capacity usage than others. Encourage that pre-existing mass transit use by shading bus stops along those routes and being prepared to increase the number of buses serving those routes. Look at transfers made radiating out from those routes and similarly strengthen them. Take any City-owned property in close proximity to those bus stops and put them into walkable play - build apartments, rent ground floor facilities to corner stores etc.
