Downtown already has 14,000 excess parking spaces more than PEAK demand. [source: http://bit.ly/S3VD36] And now we have the light rail thru downtown. So it's time to get serious about making downtown something different and better.

The way it works is that downtown's parking would be capped at what it is today. If anyone replaces a parking lot or parking structure with something else, then they can rebuild that same # of parking spaces, or they may sell that right (for that # of spaces) to someone else.
