No More Black Roofs. Reduce Heat Island Effect.

Require all new flat roofs to be be white not black. Also, require any flat roofs that are being redone or even repaired to be done only with white repair material. Average life of most flat roofs is 10 years, although some can last 20 to 30 years depending on climate and variables. Maybe tie in some Green incentives, locate or establish Grants for partial incentives. ASU's School of Sustainability could provide data and information on the benefits to building owners as well as environmental benefits as a whole. This would also reduce the need to purchase expensive Peak Power or produce Peak Power by the power companies as during the hottest days black roofs require more A/C cooling than white roofs. This change alone could eliminate the necessity to build a new power plant.
