City of Phoenix, please take the lead here! City of Los Angeles did, and Los Angeles County's 1/2 cent tax will raise $40 Billion to build not one new inch of freeway - all new projects are mass transit. Only pre-existing freeway miles will be worked on, and they've committed to getting the 30-year work done in 12!
