Transforming the urban condition
CONCEPT
Designate a specific area of downtown Phoenix as a green sector bordering Roosevelt Street on the North, Jefferson on the South, Seventh Avenue on the West, Seventh Street on the East.
No fossil fueled vehicles will be allowed within the surface perimeter of the green sector (excluding emergency and security services). Parking facilities will be provided with access to light rail terminals (to be expanded). Battery powered trams, pedestrian friendly bicycle, walking paths, horse drawn carriages, watercraft and peddle powered rickshaw taxi’s will facilitate total access. Existing streets and sidewalks will be replaced by interior pedestrian streets such as Freemont Street in Las Vegas. All pedestrian access will terminate at parking facilities strategically located around the parameter of the sector served by light rail or battery powered trams.
New parking facilities will be underground with elevators, moving sidewalks and escalators.
The entire sector will be divided into four quadrants with a centrally located Memorial Fountain (see concept illustration).
QUADRANT DESIGNATIONS
Civic - court facilities, jails, government buildings (existing and future).
Entertainment - expanded sports facilities - restaurant row with sidewalk cafés- art gallery row, gift, specialty and antique shops, theaters and night clubs.
Hotels - residential condominiums and apartments.
New convention facilities - New museum complex -
