Every road needs to accommodate all users: motorists, bicyclists, and pedestrians. If there isn't enough room for bicycle lanes, the speed limit must be reduced to 35 mph or less so that bicyclists and motorists can safely share the road. Sidewalks or walking paths should be available on both sides.

Phoenix should audit every mile of its roads and fix each segment that is unsafe for pedestrians or bicyclists.
