Portland, OR, created a downtown public square, which is called Portland's living room. All day people use the space to eat lunch, read, enjoy the weather, meet people. This square's popularity came after Portland created a business/highrise zone. This gave focus to the area, make public transportation more viable, and created a critical mass that could sustain the "living room" atmosphere. Phoenix could use such inspiration and promote a little people-thinking rather than developer-money thinking.
