Concrete, block, and other discarded building materials are often dumped illegally because our waste transfer stations charge an extra fee for heavy loads. This creates a disincentive for crews to properly dispose of heavy waste, which has the unintended consequence of contributing to blight. I propose that we do the following: REDUCE usage of new building materials by helping to promote more widespread adaptive reuse and smarter project planning; RECYCLE discarded rubble (also sometimes called "urbanite") or partner with private companies already doing this; REBUILD targeted infill/redevelopment On large projects, we already promote these ideas, but how about smaller projects? Are our rules working against us where we don't have the same level of oversight? If so, let's reconsider this arrangement and hopefully save the city money and grief. |
