dear mayor Greg - I think that one of the easiest ways to improve PHX is to enforce zoning (like they do in Scottsdale, PV) . For example RVs , Boats, Trailers, commercial trucks, performing car maintenance, etc. Residential areas, streets, homes, should be kept clean, tidy, and free from garbage, junk, waste, and yes personal toys, floatsam, debris, engine blocks, all over the front , side, and street. There is no reason that PHX should be a dump, or at least have garbage and junk placed and deposited in the city dump :*)
