Create a high-tech and biotech incentive zone in the south part of Downtown, from 7th Street to 7th Ave, and Chase Field to the 17.

Encourage adaptive re-use of our historic warehouses. This area will never have high-rises because of flight patterns into the airport. There are already several companies in this area (Ecotality, WebPT) that can help build critical mass. Also encourage revived infill residential construction in this area, so people can live where they work.
