Downtown sidewalks are brutally hot during the summer. Phoenix used to have shaded sidewalks and then forced businesses to remove them. Phoenix could create incentives for businesses to create them, or do a city-wide program. Maybe even something seasonal could be created. For instance, a permanent material that could be opened up in the winter? Something that has louvers and a crank? Just a thought.
