Provide an incentive for owners of vacant lots to improve the look of the property. That could include creating pocket parks, gravel and desert plantings, community gardens, or even temporary public art. The reverse might work as well. Charge a impact fee to the owner of the vacant lot for the city to remove trash, clean up and cover the lot in gravel.
