Phoenix need more (dense) residential development in the downtown for middle-class, and in general. I mean more dense, with the ground level used for commercial. We need people to live there to go to restaurants and coffee shops to help businesses. Phoenix need affordable high rise apartments, and the stores from grocery (Basha's, Fry's, Albertsons) to clothing (H&M, Guess, Express) should be attracted on the ground level with guarantee that people who live there would shop there. Look at cities in the East or any city or town in Europe as a model. Also, high-rise buildings would help with the Heat Island because the building would protect each other and the street in between from the sun whole day.
