The tax policy of the City of Phoenix should tax vacant URBAN land and PARKING LOTS at a higher rate. The tax policy should support re-development and penalize the current 'buy, scrape, and hold' strategy of many downtown land holders.

This tax rate would be reduced if the vacant land holder developed a community garden, tree farm, or other feature that reduced the urban heat island.
