I read an idea suggesting that the city should plan for long-term drought, and that's great, but the city already is. The valley cities, SRP, CAP, the Arizona Dept. of Water Resources, and others are all currently planning for drought through a continuous and on-going process. The more relevant question is how do we as a city more thoroughly integrate drought planning and management principles - sustainability values - into the city's General Plan. The city most certainly tracks water use, so why not target high-water use areas or categories through zoning or special overlay zones, and create special incentives to reduce water use in those areas?

Additionally, across the city, groundwater availability and access to CAP or SRP water may vary greatly. Industrial and residential development should be located (through zoning) in areas where the water availability best matches the water use, which will reduce costs to the city both in terms of infrastructure and in terms of acquiring future water supplies.
