Build a Modern Streetcar loop in downtown Phoenix on 3rd Street, Roosevelt, 3rd Avenue and Jackson. Have a connection at the SW corner of the loop serving Union Station and providing connections for intercity and commuter trains. Streets around the loop would be rebuilt to emphasize streetcar, pedestrian and bicycle traffic and deemphasize auto traffic. This would include sections closed entirely to through auto traffic. Through zoning and public/private partnerships develop this loop as a cultural destination zone similar to the "Ringstrasse" in Vienna.

Future streetcar extensions could occur on Roosevelt and on 3rd Street to the north, and the GARP project could be integrated as well.
