Add a light rail track on Camelback between Central and 44th Street, and 44th Street from Camelback to Washington. In addition to through trains running, for instance, from NW Phoenix to Mesa as they now do via Central Ave., and adding additional trains running a new route via Camelback and 44th St., there would be "Circle Line" trains running in both directions around the Central/Camelback/44th St/Washington loop.
