No community that wants to call itself a city should have 43% of its space empty lots. This city is to developer-friendly. No one should be able to hold a prime lot in a prime location more than 5 years without developing it. Phoenix is beyond the point where it's all about big numbers of residents; it now needs to turn to quality of development. Incentives should be offered for builders willing to create remarkable spaces in the central city with density gradually getting less and less at the city's borders. Shopping malls and strip malls that follow the population out and are then abandoned as the population moves even further from the city core is flat wrong. Infill would remedy that as would creating "carrots" for developers to pursue if they help create a solid "downtown/uptown/cen
