Build on the concept of themes that I mentioned in my other idea and have Phoenix take the lead on tying other communities together. Don't have them blend together with the same old boring housing stock.

Provide more open space (Papago Parks, Desert Preserves, preserved agricultural areas, linear parks, banks of the Salt River etc.) Have connections with bike routes, green belts, canal paths, shuttle service, trolleys etc. to other dense areas such as Downtowns of Scottsdale, Phoenix, Chandler, Mesa, Glendale, etc.

Provide better transit to other areas of the State - Tucson, Flagstaff, Prescott... Then part of the regional plan could be to provide a multi-modal transportation network to get around the region such as around Tucson get people to Bisbee, Tubac, San Xavier del Bac, etc.

Encourage futuristic new cities and towns (new biospheres, arcosantis, dubai's, etc.) throughout the State. This could tailor growth in a more meaningful way than the suburban sprawl of metro Phoenix's past. But it will also be important to promote redevelopment and infill. I think this type of thinking could lead to many new jobs and innovations. I believe great communities create great people.
