Any home that is owned and is not the primary residence or a rental property should be held to standards of property up-keep to a greater extent than the NSD complaints of weeds out of control or storage on the porch. Rental property owners often do not have interests in improving the property beyond the basic needs of a home.

When you drive down a neighborhood street, you can almost pick-out any rental property home. The landscaping is poor and the home has area of decay that are still allowable by Neighborhood Services Dept. (NSD).
This is all too common in Central Phoenix and homeowner neighbors cannot increase the value of a neighborhood with several rental properties in the area.
