We must localize the police department in this city. It has been my observation that the police do not take pride in the areas in which they work because they do not do any other business there except for police work. I believe that if police lived where they worked, they would take extra effort in ensuring that the communities are defended properly, and they would have a better report with the people that live there. Instead of being strangers with guns, they would become advocates for their community. We could either institute a program where officers are put in the precincts where they live, or require and assist them to move to the precinct in which they work. Another way to do this would be to organize a structure of governing or advisory councils in every neighborhood in the city. You would eliminate most of the existing police department, and leave it to each individual neighborhood to employ their own policing. This would accomplish a few things; it would localize the police so that they would take that much more pride in their work, each neighbor in each neighborhood would feel connected to the people that defend their neighborhood, it would make police more accountable, also it would eliminate budget waste because with a large police department there is more opportunity for money to be misappropriated. Also this neighborhood council idea could extend into other city services and allow more people to be directly involved in the management of the city.
