In some areas you have 2 somewhat stable neighborhoods with a "bad" "consistently crime ridden" one in between. Identifying the bad issue will not only stabilize the consistently bad area but will strengthen all 3 at once. I would start with the smallest "old crime filling" areas first. Then, once that area is restabilized, more to a larger area.
