I have been an advocate for reusing empty lots as community gardens to control blowing dirt, not only Downtown but in less dense areas of the City. Unfortunately, there are no readily-available sources of funding for the considerable up-front costs (security, soil preparation, irrigation, etc.) as well as ongoing support for water, tilling between crops. Any ideas on how to get this started?
