Since the state of Arizona is always in trouble with the Feds because of our air quality, I would like to see the city of Phoenix put into effect an ordinance that puts an end to people having dirt yards. Yards should be grass or gravel to help eliminate the dust and improve air quality. The people who have dirt yards increase the dust in the air every time the wind blows. We don't allow people to park on "non dust proof" parking so why should we allow them to have yards full of dust and dirt????
